To simplify and clarify what others have basically written, you can only use Exposure Comp while in Manual Movie mode (the option on the mode dial with the picture of a movie camera).

If you press the video record button with the mode dial set to A or S (Aperture Priority or Shutter Priority), the camera actually shoots video in Program Mode.  As such you've basically passed all control of parameters over to the camera and it wont allow the use of EC.
