Is Fuji cheating themselves on ISO values?

Take a look:

First picture was taken with the X-A1 at f5.6, ISO6400, 1/180 sec.

Second picture was taken with the X-E2 at f5.6 ISO6400, 1/125 sec.

Is it safe to assume that Fuji X-E2 high ISO is 1/3 stop inflated compared to the X-A1, the real ISO in this case should have been lower with 1/3 stop. Am I right? Is Fuji cheating themselves?
