Help: Any explanation for the milky looking guitarrist? [D700 and the 24-70 at f/2.8]

I can reproduce this effect by shooting a traffic light without a lenshood but I am now getting it whether or not I use a lenshood. I accidentally removed some of the velvet flocking in the mirror box and wonder if that isn't a source of the problem. Otherwise, could this be a failing shutter or a problem with the lens?
