Stabilization "may" not function

Stabilization "may" not function

I have been reading the FZ200 manual and found on page 143 this rather cavalier statement: “The stabilizer may not function when the zoom magnification is high; shutter speed becomes slower; there is a lot of jitter; and taking pictures while following a moving object.”

Gee. Those are just about the top four instances where stabilization is needed most. And,  "May" not function? Is Panasonic saying it's just a matter of luck if stabilization works? Or, if Panasonic knows stabilization doesn't work at exposures of more than 1/15th second or whatever, it would be nice to know. I'm disappointed with this.

Also, the manual speaks of a Play menu. The only menus I've been able to access are Rec, Motion Picture, and Setup. How do I get to Play? Thank you one and all. This is a great forum.
