FF lens on APS-C resulting f number.

Is there a reduction in max aperture when using a FF lens on APS-C body?
I understand how a speed booster/focal length reducer can increase the f number, but with a regular adapter you are increasing the focal length & not changing the entrance pupil. Or is the entrance pupil effectively changed because the APS-C sensor does not receive all of the light from the image circle? Anyway, is there a net loss in speed when using a FF lens on APS-C body?
