That is how most manufacturers implement AutoISO. Something has got to give ...

This has always made sense to me. If your shooting beyond the max capabilities of your camera, then you should be shooting in manual mode. It doesn't make a lot of sense to ask your camera to start underexposing images to stop hand shake since it can't tell weather or not it's on a tripod, table, how steady the photographers hands are... If the light is so low that your maxing out your settings, then just set the shutter speed dial to whatever the lowest setting is for you to avoid shake. That will automatically give you the lowest ISO possible or underexpose your image if you're maxed out. 1Xf doesn't work for everyone.
