I would say yes, if comparing two cameras with the same lens and arguing the lower resolution camera is better because it doesn't highlight the weaknesses of a lens, then the person making the argument isn't looking at the output size (print or on screen) and instead is judging at the pixel level. This only makes sense if you're printing or viewing much larger on the higher resolution camera.

At equal size the higher resolution is always better.

If comparing color over ISO range, ergonomics, speed, AF, etc then the Df over D800 argument can make sense. This is why I shoot a D4s and not a D800.

To say the 58 1.4 is better on my D4s than it would be on a D800 is absolutely not accurate though.
