Advice on Ebay purchases?

Hello,

Has anyone here had a good or bad experience with the purchase of a damaged or defective camera on ebay?

Under various Ebay searches for "camera damaged", "camera defective", etc, many of them are listed as "will not power on" "will not boot" "will not complete boot process" or similar. What is anyone's educated guess, realizing the very wide possibilities, that someone with a jeweler's temperament and good knowledge of electronic circuits could resuscitate one of these?

Better of course to find a camera that has minor mechanical damage that stands a high chance of full repair with a little surgery. A broken knob stem, malfunctioning battery and/or card slot, malfuntioning lens protection screen, or cosmetic damage that does not concern me very much such as a badly scratched or scarred rear screen. But many of the best deals appear to be these "will not power on" listings since they pose a high element of risk for most bidders.

There are also one or two sites/companies on Ebay that offer this description and disclaimer....

"Accessories may or may not be included; any accessories included in this auction are shown in the photo(s). Item is being sold UNTESTED, AS-IS with NO WARRANTY. The item you are viewing is a WARRANTY RETURNED, UNTECHED, UNTESTED item that may or may not be working."

...... in addition to refusing all/any returns.

I emailed one of these companies four days ago for some explanation and have not heard back. Anyone know about this? They appear to be respectable sellers. This one sports a 99.9 percent positive feedback. Are they simply clearing houses for consumer warranty returns, factory recalls/refurbs, etc? They're just product in, product out? At the very least this seems logically to offer better odds than "will not power on". No?
