Because most people shoot in auto modes and auto modes enable flash when don't see enough light.

Now, more interesting question is why auto modes in cameras enable flash when they should not? How hard would it be to read focus distance from the lens, and if it is, say, 100m, not fire this tiny little GN10 built-in flash?

Now, GN60 flash coupled with high ISO will make a difference even at 100m.
