Depends on exactly how you define "global". The precondition for flash to work is that the entire frame is being exposed when the flash fires. With the electronic first curtain shutter of the E-M1 that happens at any shutter speed where the EFCS can be used, i.e., up to 1/320 s. With the rolling electronic shutters available on Panasonic bodies, it happens only if you use a shutter speed slower than 1/10 s to 1/25 s depending on exactly which body we are talking about. At any speed higher than that, only part of the frame would be exposed when the flash fires.
