That "handicap" can be lifted if you use faster shutter speed or use ND filters.

I'm not sure where you live, but mid-day sun for me doesn't let me use f/1.4 on my PL25mm even at 1/4000. As for ND filters, I do use them. But that isn't by choice. If the answer to solving a problem is "spend more money" to use the gear you already have, then that's not a very good answer and there's certainly still a handicap. I'd rather only be using my ND filters when I'm doing long exposure.
