I have an image 960*960 px at 96 dpi..

Can I resize it to 20*20?

Actually it my friend's wedding and I have one of his Image which is very memorable for his wife . So, I thought why not gift that image printed on canvas.

Normal rule of thumb would suggest 200 ppi for printing. That means about a 5"x5" print with quality with your 960x960 image. You might stretch that to 10"x10", but it is going to suffer quite a bit in quality. 20"x20" is going to be at about 50 ppi real resolution, and I doubt you will find it acceptable. Can you not track down an original of the image? Most good quality originals can be printed at 20"x20" especially on canvas which is not so critical for resolution.
