Mine has recently started to exhibit identical symptoms to yours. Assuming it can be repaired, US$650 will be cheaper than any option other than a second-hand 80-200 AF-D, which would be going backwards a little in terms of optical performance.

Test reports seem to indicate that these lenses are only a shade behind the current 70-200, without the focus-breathing issue of the latter. If I can get mine repaired for a comparable price to the one you've been quoted, I'll be doing that in preference to looking at other lenses.
