Is This Typical of the XSi / 450D?

Here is a recent shot that I made in broad daylight at 100 ISO with my Canon Rebel XSi / 450D and a 28-135mm f3.5-5.6 lens. It was shot in RAW and converted to JPEG in Lightroom 5. If you look at the 100% crop, you see a lot of squiggly artifacts all over the picture. Everything I shot that day was like this. Is this typical of the older technology? Is something wrong with the camera? With my settings? With my technique?
