How to change to have Full Access in Windows 7

Evidently, it is the security features in Windows 7 that does NOT allow me to open many folders and files.   This is not allowing me (as the only user of this computer) the versatility I need to open and view content in desired folders as needed.  I know there are "specific OS System Files/folders" that are not needed to be opened.

Does anyone know "specifically" how to change to have FULL Access.

I have searched the Forum and used Google for the last several hours and find a lot of discussion but those have been "short" of specific details.  Hopefully, there is a way to change the entire C Drive and not have to try to accomplish this one Folder at a time.

This feature (or function) in Windows 7 reminds me of a new Mother slapping her young child's hand for almost everything He or She does......
