Strange situation

I encountered a strange and not very pleasant situation today..

I set my D 7100 for aperture priority, the ISO to 400 and put the Auto ISO ON and set the max to Hi 1..I also set minimum shutter speed to 125..

So i shot a pic and it came out blurry...and i noticed the camera had used 400 ISO..the aperture I had selected but had dropped the shutter speed to 1/ 40 th,..and of course the shot is somewhat blurred when I wanted it to be razor sharp..

Now this is strange.. Why did the camera not change the ISO as I allowed it to do but instead changed the shutter speed to below what I set as a minimum?

I havent a clue as to why this is..

Can someone enlighten me?
