Why do SPP exported TIFFs lose original RAW X3F image data?

I've discovered, as Kendall has explained elsewhere, that I cannot bring back an over-exposed sky in Photoshop.  I must first bring the exposure down in SPP, then export, then bring back the exposure for any dark areas in PS.  That works well.  But why?

Why can't a TIFF using a ProPhoto color space hold all the original RAW information?

Do I have to process every photo equally, or could I just export all with exposure brought down 2 steps and a little X3F fill added?

Or should I expose for the sky with the camera, export default TIFF, and bring back images in PS.  Has anyone tried that.  In general, is there one place to read best practices a shooting, SPP then PS workflow?

But still, very curious my technical questions about why the TIFF seemingly loses information.
