Don't understand photo consent. Does anyone?

Please explain innonlegalterms when photo consent is needed?

I would like to enter some photos I took into a contest. One picture is of children smiling at me from a school bus window. It was taken in India. Do I need a consent to enter it in a contest where it maybe published at a later time in a journal.
Also, I have some photos that were of groups of people on the street. Some of the people's faces are visable.
None of the people are celebraties, however their faces might be recognized by their associates. Do I need written consent?

Also, I have some portrat type street photos of chldren and adults. Do they require consent?

by the way, india was a wonderful country to visit! Colorful and with amazing architecture and friendly people! Athough it is a poor country it is rich in charm! Many wonderful sights! And the Taj Mahal was of incomparable beauty!
