Have not read all the responses and this may be covered.

Believe what you are talking about is your result from the histogram. Is it skewed to the left? My supposition is that is the basis of your statement. Also if you are matrix metering the image seems slightly underexposed some of the time.

This appears to be normal behavior for the D7100 as it tries to protect highlights, my supposition and honestly don't care about the technical arguments. Comes down to, its not the picture I wanted to take. Its not the case all the time and my D90 behaved differently. Would not bother with it just correct it in post if its bothersome. Find I need to evaluate the scene and see what kind of metering I want to use, matrix, center, etc. so I can minimize this behavior.
