How is f-stop calibrated?

Wiki defines f-stop as "the ratio of the len's focal length to the diameter of the entrance pupil."  Does that mean camera manufacturers calibrate their f-stop numbers by measuring the entrance pupil and not the physical aperature as is commonly thought?
