Program Shift in P mode - Why does ISO have to be other than A(uto)?

Every camera I have used (mainly be Canon DSLRs from D30 to 5D Mark III, Sony NEX-7 and Sony RX-1) allow Program Shift with ISO set to A(uto). Granted, the early Canons did not have auto ISO - if I am remembering correctly. Why not on the Fujis?

I can almost understand why Dynamic Range set to A(uto) would add confusion, but not entirely. Looking forward to that article Richard has said is coming about Dynamic Range here on the site.
