This is true.  1/1000 at f2.0 and, according to the camera, 1/4000 is not available until you get to f8.0 - the exposure speed is shown in red until you set the aperture to f8 with 1/4000 sec as the shutter speed.  F 4.0 is available for 1/2000 sec.

I just tried shooting at 1/4000 and f2.0.  The camera took the picture, it looks OK, and the info on the image playback says the shutter speed was 1/4000.  I don't see any odd vignetting etc, but I am sure that the aperture didn't fully open (for the reasons you mentioned - physically impossible).
