Yes, on the longer focal lengths the OIS works better in lens than the IBIS...you can see the difference easily at 300mm...on shorter lengths it should as well, but I haven't tested it to be honest I just use the IBIS...

I compared both IBIS and Mega OIS at 300mm using the Panny 100-300, and still had greater success at slower shutter speeds with IBIS

Yes, I was offshore and looking at a distant vessel when I tried it and the IBIS could not stabilize my EVF, switched to OIS on the Panny 100-300 and oils a stable EVF image to look at...
