if the subject is moving you are pretty much screwed even if a tripod is allowed - you can have the best image stabelization ever made and it wont even compensate for a person who happens to blink when you take your picture - for subject movement, even small movements, you need a high shutter speed if you really want it sharp

I wouldn't mind using non-stabilized lenses all the time, but sometimes it might be necessary.
