I recommend that you set aside a couple of hundred images.

Decide what kind of things you would want to do with images, and then try each tool that has been recommended here with that set of images.

All the tools recommended here are  capable, however none are without flaws, and they each bring some key advantage. Some are more mature and capable than others and in some cases they are the more expensive ones.

You need to to find one where the way of working matches your way of thinking, and the set of advantages outweighs the flaws for you personally, and the cost, which I sense is an important factor for you.
