I mostly use GImp (free) and for workflow-intensive work try Corel After shot pro (not free but still the fastest I've used (and seen reviewed).
Results are up to you

All 3 run on Win, Mac and Linux.
I like that I can move from one box to another and not have to "change gears".

Well designed gear performs better for longer than well marketed gear.
