Beginner Camera for Haiti

Last year I got involved working/teaching in Haiti, and with the photos I've taken during my time there I've realized my iPhone camera, which I hadn't used much before, has severe limitations.  I'd like to move up to a real camera, but I'm not sure what to get.

I need something that can do low light and night sky photography. There is electricity but almost everything indoors is very dimly lit at night, with a few of weak CFLs. Also the sky is amazing at night without any huge cities remotely nearby, but you can't catch any of it with a camera phone. It needs to be capable of quick, general use but low light is my big need.

I also need to be able to hook it up to my Mac to send out photos. And if possible a somewhat rugged build would go a long way, every floor is concrete and it gets dusty in the dry season. Trying not to break the bank.
