Can downsampling reduce noise?

Can downsampling reduce noise?

I've heard this many times here on forum that one can down-sample an image taken at high ISO, let's say from 16Mp to 8Mp or 6Mp or 4Mp and noise supposedly should get better. Or from 24Mp to 16Mp or to 12Mp or to 6Mp. Well you got an idea right?

The thing is I did a couple of shots on my 5N at 16Mp and then at 8Mp and 4Mp (in camera image size selection) and yet when I viewed those images noise seemed the same. So is it only working if you use some special software like LR? Or maybe I'm missing something? Also, when I chose in-camera image size of 4Mp - does that mean that my Nex-5N will use 4 pixels (of full 16Mp resolution) and combine that to 1 pixel data - so I can expect much more cleaner images, no? Why it's not working then?
