FZ200 limitations on shooting at 1/4000 second?

FZ200 limitations on shooting at 1/4000 second?

Was trying to maximize shutter speed to use a larger aperture with my FZ200 and found that when I set the shutter speed, in S mode, to 1/4000, the camera automatically set the aperture to f/8. I could set the shutter speed to a lesser number, say 1/2000, and it would allow me to use a wider aperture. Is this a limitation of the 1/4000 shutter speed, or am I doing something wrong?

Shooting RAW+JPEG, if that makes any difference.
