Extension tubes or close-up lens

I'm thinking of getting a 14-140 to use instead of my 12-50. If so, I'd lose the macro facility of the 12-50.

The close-up work I'd do is mainly outdoor flower photography, rather than insects or other higher magnification subjects. I'd prefer handheld, as I can't always carry a tripod. I realize there are trade-offs among depth of field, shutter speed, lens to subject distance, etc.

I'd likely carry the 14-140 and 45/1.8 (shorter focal lengths seem less favorable for this purpose). What would be the best way to do close-up flower photography - extension tubes or close up lenses? Would they be better on the 14-140 or 45?
