EM1 consistent underexposure, suggestions needed!

When I shoot birds, (either stationary or flying) it appears I'm getting consistent underexposure by about 2/3 EV. This happens whether I use matrix or center weighted metering, and I'm guessing it's caused by the sky behind the bird being brighter but that may not be it. It's solved by using exposure compensation but this needs to be set with every power on cycle so it's not optimal.

I've tried to dial in exposure adjustment from the cog utility menu, but that also seems to go away when power is turned off.

Any words of wisdom for me would be appreciated!
