Nikon 70-300 AF-S VR Microfocus Variation – Design Feature?

I tested my lens on my D7100 and a rigid tripod against the FoCal target in bright daylight. As it is my longest lens I first tested at 300mm at a distance of 14m (the length of my drive) with the target on my garage door in bright sunlight. The auto calculated AF Fine Tune was -2 (Red -1 Ex, Green -3 Ex, Blue -3 Good). I was then curious to understand how that might vary with zooming in. I next tested at 165mm (was hoping for 185mm (=50%) but missed!) at 9m distance. The Calculated AF Fine Tune was -12 (Red -13 Ex, Green -13 Ex, Blue -12 Ex).

I then tested at 70mm at 4.5m distance and the Calculated AF Fine Tune was -11 (Red -12 Ex, Green -9 Ex, Blue -11 Ex). Just to confirm the variation I again checked 300mm but at 4.5m and it came out as -1.

My question: is this just a “design feature” of the lens or might it be possible to have it adjusted by Nikon?  If not I guess I have to decide whether I have a 70- 200mm zoom with -11 (guess I have to re-test to find the top end) or a fixed 300mm with -2.
