For an Atget-ish shot like this a human subject is not needed because the viewer gets pulled in and becomes the proxy subject. Moreover, the caption about the families that live there also cause the mind to furnish a human presence.

The human does not have to be visually present in each and every street photos. And in too many street photos the human figure provides no human presence at all.
