ND Filters, Variable or Not?

ND Filters, Variable or Not?

I want to buy a ND filter but I'm not sure whether to go with one variable one (maybe the Hoya?) or a couple of fixed ones with different stops?

I live in Cornwall and shoot a lot of landscape, especially sea and harbours, so would like to get that nice dreamy look to moving water. I tried a 10 stop filter over Xmas on a friends camera and loved what can be achieved with it.

The other option seems to be the Cokin type slip in filters? Would these be a better choice to the screw on ones?

Any advice would be greatly appreciated.
