The sony has 18 MP and 9MP sampling but the spatial resolution at which it does such sampling is not 36MP, while the Quattro Foveon does sample blue at full 19.6 megapixel (spatial and color), and the other two colors at ~5MP but full spatial 5MP.  This means the Quattro is still sampling per spatial location overall richer data.

As for the other two layers it means Quattro has to interpolate for the spatial red & green to match the resolution of the blue.  This means as you mentioned, possible color moire, some guesses, possible color crawl, we'll see.
