Nikon D3000 - Problem with On/Off button

I have D3000 which I use occasionally when I travel. Its been a good camera and I have taken many good shots with it. Recently I was travelling and since I returned noticed that when the On/Off button is turned to the "Off" position the camera still stays "On" and only goes to sleep mode. Previously, I know for sure that the camera use to go completely off and not to sleep mode as I have tried to take a shot in a hurry only to discover  that the "on/off" button had been turned to the "off" position.

Some posts that I read about the problem, say that these camera's don't go completely off they just stay at sleep mode is this true? Or

Have I by mistake changed a setting that's keeping the camera in sleep mode when I put it off ?

Does it need to be taken to the service centre for rectification?

Please help me as I am not a professional camera user at all.
