Even the best photographer is unlikely to drop the shutter on THE perfect moment, as compared to the photographer blazing away at 24 or 30 frames per second ... for hours on end.

The photographer who is blazing away at 30 frames per second is unlikely to properly set the shutter speed for the optimal still image that either freezes motion, or maximizes the visible effect of motion blur in any selected still image that they extract from the aforementioned video stream.   For a still image photographer, they are FAR more likely to do so. as it's actually quite simple to do if you are NOT shooting video at the time.
