On the definition of fast lens

Hi,

say we have Nikon 50mm f1.4 (a) and 50mm f1.8G (b).

The first one is said to be faster because f1.4 is lower then f1.8 (a can open up more then b)

Now my question is: at a common aperture, say f8, lens (a) lets more light in then the lens (b), right?
