Julie, what you described may be possible with Flexible Program denoted by an asterisk * in the P mode: P*. Refer to page 118 of the Manual

You're right that you can lock the exposure and shift it, and this is a useful feature.  What I'm trying to get at here is that it would be useful to have this ability in M mode as well.
