One would ordinarily think so but this appears to be an exception.

Depends. If you shoot RAW, ISO 125 is better if the light level permits you to use it. For OOC jpegs, it may be another story.

I always shoot raw. With ISO set at 125 highlights clip clearly worse.

In the OOC jpegs but not in the RAW file. If you think you have evidence to the contrary, please post the relevant raw data statistics (as shown e.g. by RawDigger).
