And what is a Light Meter designed to do? A Light Meter is designed to determine a desired EXPOSURE

I pruned out the rest your rant, which doesn't really say any more than the above. The real question then is whether the same exposure does the same thing on different size sensors. Of course it does for a fixed ISO interms of output image brightness, because that is exactly what ISO speed ratings are designed to ensure. But what about SNR and therefore acceptable image quality for a given f-number and shutter speed?
