Because it doesn't.  AF makes no sense with the 1:1 setting.

Setting the lens to its 1:1 reproduction ratio is setting it to a specific focus distance -- specifically, its minimum focus distance.  To use 1:1, you put the camera into manual mode and then flick the knob to 1:1, which focuses the lens to that specific distance - that's why the control springs back from this position rather than locking on 1:1; the only way to lock to 1:1 would be to completely disable focusing at all.  Perhaps some cameras automatically switch to manual focus mode when you hit the 1:1 setting, but I know mine don't.  You then move the camera or subject to achieve focus on the specific part of the subject that you want.

If the camera is in autofocus mode, then when you go to take a shot, it will rack the focus in and out and find focus -- but that takes the lens away from its 1:1 reproduction ratio.  That's why it makes no sense to have AF on.  Perhaps if you get lucky, your camera will happen to pick exactly that focal distance on the occasional shot, but in general it won't, and therefore you'll have less than a 1:1 reproduction.
