It's that exactly what a equatorial mount does for sky photography?  Or keeping with the horses theme, a slit-scan camera like used for racing photo-finish?

With shorter exposures, this is also the same as dragging the shutter and panning.  It would be nice to see the subject while doing this -- one advantage ascribed to the traditional rangefinder.
