Because the effect is magnified as the focal length increases & reduces or disappears as the focal length decreases. If it was sensor movement, it would be a constant effect regardless of focal length.

The opposite is true - the effect is magnified with focal length, as is any vibration or movement. You can see this for yourself if you put any camera into Live View with both a normal focal length and then tele and then tap on the camera for each to see which image shakes more.

That's what I said..."the effect is magnified as the focal length increases" is the same as "the effect is magnified with focal length".
