Boost ISO in camera or Exposure in post (Lightroom, etc.)?

Sorry, I feel I should already know this...

Let's say your choice is:

1) exposure at 6400

2) exposure at 3200, with +1EV added in PP after

3) exposure at 1600, with +2EV added in PP after

So let's say you're in a situation in which you are using the slowest shutter speed you're willing to use -- and it leaves you under exposed.

Is it always best then to boost ISO in the camera? Or is it better to boost the Exposure in PP? Or sometimes one is better, and sometimes the other?
