Here's how I solved my problem, in which Windows 7 64 did not recognize 2 Western digital passport 2 TB drives plugged in at the same time. It recognized each one individually, but not both, so I knew that both were otherwise working. But the standard suggestions were not helping me:

1) *First*, change the drive letter of the one of them that is plugged in.

2) Then, and only then, plug in the other, and it will become one drive letter, and then make it go online.

My problem was that I never reached the point of telling a drive to go online since both drives could not co exit at all, and were not showing up. So I had to first change the drive letter of the one that was attached away from the "landing zone" (in my case, F:) which they were going to.

Hope this helps someone in the future.
