Will a polarizer help make this water look better?

This is a long exposure shot I took of a river in a forest (Near Victoria, British Columbia, Canada).  The exposure is around 30s, with a variable ND filter on a 24-70 2.9, taken with a D800.

Note how the water has a "plastic wrap" sort of look to it from the long exposure.  I'd like to get a silkier look to it.  Is this just because of the exposure time?  I know that a really long exposure will probably get a silkier look, but will a polarizer help get me closer to where I want it to be?
