What's a good resource for learning to calculate fill flash strength?

I've taken lots of really bad pictures with subjects in the shade with a bright background.  I'm getting tired of taking lousy photos.

On a friend's recommendation, I bought a Speedlight 650ex and Gossen Digisky for my Canon 70D.

Now I need to learn how to use it.  I've searched high and low, and I'm finding precious little that explains how to calculate the flash power percentage to use.

Is there a good resource for this you can point me towards?
