Just two will do for starters:

1) Kill the rule where only those who have won "at least one" challenge can enter. The arguments in favor are specious at best, and as often happens, certain challenges are "custom-fit" on so narrow a subject, (usually some georgaphically unknown or obscure location) so that very few entries are made, and one or two "favorites" (the only ones that entered) get a "win." The effective result is that there may be hundreds of very competent, highly talented photographers who may fall in the "top 10" in tough competition, but never "won," yet some yokel gets a "first" because he/she won by default on some obscure challenge that hardly anyone entered.

Enough said on that issue.

2) Kill the rule that photos previously submitted on a previous challenges cannot be submitted for a new challenge. The argument in favor is that it tends to "force" photographers to go out and shoot new photos, to "fit" each challenge theme. But with 12 or so challenges under way at any one time, i.e., hundred(s?) per year, it is not likely that people can find the time to do that. Whereas, a photo of, say, a tree, entered in a "sunset" challenge, and entered again, some time later, maybe months later, in a "tree" challenge, should deserve to be evaluated on the new theme basis. In addition, many shoot multiple exposures of a subject, under the same conditions, and although they are practically "identical," since each has a different exif and camera-assigned filename they could arguably be submitted, again.

Let's think about this a bit. The term "stupid" is a rather strong term in the American English, whereas "dumb" is considered a more moderate term, and "questionable" is the diplomatic term. I prefer the first.
