Like with clothing and other things, there's a huge difference between "waterproof" and "water resistant".  Water resistant can mean anything, as the item only needs to "resist" the water to some undetermined point before failure.

It's like whenever you hear the words "I'll try" from someone, you should know that what they're really saying is: "I'm quite possibly going to fail, and I'm letting you know now."  After all, all they've promised is that they will "try".  Same thing when you hear "I'll do my best"; know that they've just provided themselves with no obligation to complete said task, all they need to do is......their best.  If you reply with: "I don't care if it's your best or your worst, I need this done",  suddenly you take away their excuses for failure.
